Permission to train is not the same as meeting licensure requirements

The Oregon State Board of Nursing's APRN FAQ gives a flat "No" on whether APRN programs based in other states need board approval to place students in Oregon. An older rule in division 50 of the board's administrative rules (OAR 851-050) once required advance authorization for NP students of non-Oregon graduate programs; Oregon dropped it on July 1, 2021.

Sacred Heart's "No" answers a different question: whether its FNP and PMHNP satisfy Oregon's educational requirements for NP licensure. An Oregon nurse who wants to practice as an NP in Oregon should treat Sacred Heart's answer as decisive for those tracks, whatever the placement rules permit. Sacred Heart also reminds students that SARA membership never replaces a state's licensing requirements.

What Oregon still asks of programs from elsewhere

Oregon's remaining paperwork falls on pre-licensure PN and RN programs, which notify the board before learning activities begin, one form per track, refiled every year. No notice is expected from APRN programs, nor from tracks that lead to no license, such as RN-to-BSN and non-advanced-practice MSN or DNP programs. Program faculty teaching on Oregon soil must hold an active Oregon nursing license, the board adds.

Before a school enrolls Oregonians, it needs authorization through NC-SARA or from the state's Higher Education Coordinating Commission; Sacred Heart has held NC-SARA membership since January 11, 2017. AANP places Oregon among the full practice states for NPs.

Oregon sits outside the compact

Oregon has never joined the Nurse Licensure Compact, no bill to do so is pending, and the APRN Compact has no Oregon law behind it either. A multistate license from elsewhere therefore stops at the border: clinical work in Oregon calls for an Oregon RN license, which also satisfies Sacred Heart's rule that your license match the state hosting your hours (more on licenses).

The Portland-Vancouver-Hillsboro metro spills into Washington, where Sacred Heart's FNP reads "Yes" and its PMHNP does not. Washington's board authorizes approved out-of-state placements for Washington residents only, so read the Washington page before assuming a Vancouver clinic is within reach.

Portland, Salem, Eugene and Bend

Close to 2 million of the Portland metro's 2.54 million people live on the Oregon side; Salem (about 446,000), Eugene-Springfield (about 382,000) and Bend (about 266,000) follow. Oregon nurses know Kaiser Permanente Northwest, whose region reaches into southwest Washington, Samaritan Health Services, OHSU, the state's academic health center, Legacy Health, and Providence Oregon, part of the Providence system based in Renton, Washington. They sketch the market rather than sites committed to Sacred Heart students, and Oregon records no state preceptor incentive.

Questions Sacred Heart students ask

If Oregon allows out-of-state NP placements, why does Sacred Heart say No?

The two answers measure different things. Oregon's board ended its advance-authorization requirement for visiting NP students in 2021. Sacred Heart's table asks whether its FNP and PMHNP meet Oregon's educational requirements for NP licensure and, as of September 2026, answers no. The table states no reason, so ask Sacred Heart for one.

Will my multistate RN license cover clinicals in Oregon?

It will not. Oregon stays outside the compact with no pending legislation, so clinical work there calls for an Oregon RN license. Sacred Heart wants a license for each state where your clinical hours happen, so the Oregon license belongs in your Health Account before your first clinical day.

Could a Portland-area student log FNP hours in Vancouver, Washington?

Washington's board authorizes approved out-of-state placements only for Washington residents, deciding exceptions case by case, and Washington's FNP "Yes" leaves Oregon's "No" untouched for anyone seeking an Oregon license. Raise the idea with your academic advisor before counting on it.

Is Sacred Heart's online RN-BSN an option for Oregon nurses?

The Oregon board requires no notice from out-of-state RN-to-BSN programs, and Sacred Heart treats its RN-BSN as a non-licensure program with no row on the licensure table. The track includes 72 practicum hours in NU 376 and NU 387. Confirm Oregon enrollment with Sacred Heart admissions.
