California nurses and Sacred Heart University's online programs
Two facts shape California. It is the one state outside SARA, and as of September 2026 Sacred Heart University's licensure disclosures answer "No" for California on the FNP and PMHNP programs. The online MSN Clinical Nurse Leader reads "Yes", and any clinical hour logged in the state starts with a California RN license.

Sacred Heart University has been an NC-SARA member since January 11, 2017. California stays outside SARA, and Sacred Heart's authorization page speaks to that directly: as a nonprofit, the university says it is "exempt from approval" by California's postsecondary education bureau. Enrollment authorization is not the sticking point.
Licensure is. The disclosure table grades each program against a state's educational requirements for licensure or certification, and the California answer for the FNP and PMHNP is "No". A nurse aiming for NP certification from the California Board of Registered Nursing should take that as Sacred Heart's own verdict on both tracks. How the table works.

The Board of Registered Nursing and non-California NP programs
Title 16, section 1486 of the California Code of Regulations says a non-California NP program needs the board's approval before placing students in the state. The school first files the board's Verification of Clinical Practice Experience, the board rules on it at a board meeting, and the school then keeps, per California preceptor, an NP Program Preceptor form on file.
The program must also satisfy NONPF and AACN standards and teach California NP law, standardized procedures included. Each preceptor needs a valid California license in their own profession and a fit with the student's NP category, gets oriented by the school, is reviewed by faculty at least once in any two-year span, and works under a written three-way agreement. AANP classes California as restricted practice, with a standardized protocol agreement required in some settings.
No compact, so the California RN license comes first
With no compact bill pending and no Nurse Licensure Compact membership, California gives a multistate license from another state no weight at the bedside. Section 1486(d) demands an active California RN license from NP students of outside programs, and the board grants NP certification only to nurses already holding that license. Sacred Heart's rule for every track agrees: license and clinical state must match (license rules).
For RN-to-BSN study, the rule on record is Business and Professions Code § 2729, which lets a nurse licensed elsewhere give care that is incidental to a postlicensure course the board has approved. The board's site shows no separate out-of-state route for those students, so ask Sacred Heart before counting on California practicum hours.
Where California nurses search for practicum sites
In 2025 about 12.8 million people lived in the Los Angeles-Long Beach-Anaheim metro alone; three more metros, San Diego-Chula Vista-Carlsbad, the Riverside-San Bernardino-Ontario area and San Francisco-Oakland-Fremont, each fall between 3.3 and 4.8 million. The systems California nurses know best are Kaiser Permanente, headquartered in Oakland with northern and southern regions, Cedars-Sinai in Los Angeles, Stanford Health Care, Sutter Health across the north and center, and the six University of California Health centers. None is committed to Sacred Heart students, and California records no state preceptor incentive.

Can California residents enroll in Sacred Heart University online programs?
Authorization is not the obstacle: Sacred Heart says its nonprofit status exempts it from approval by California's postsecondary education bureau. Licensure is the obstacle for would-be NPs, since as of September 2026 the FNP and PMHNP read "No" for California. Confirm your track with Sacred Heart admissions.
Does the Sacred Heart FNP lead to California NP certification?
According to Sacred Heart's own disclosure, the FNP programs fall short of California's educational requirements, and the PMHNP programs share that answer. California also certifies NPs only after a California RN license is in hand, and any outside program placing NP students in the state needs prior board approval.
Does the CNL make me a clinical nurse specialist in California?
Sacred Heart states that its CNL specialization is not equivalent to, and does not meet the requirements for, the certified clinical nurse specialist credential. The California "Yes" applies to the CNL itself, so if a CNS role is your aim, confirm the fit with Sacred Heart before enrolling.
Does a compact license work for California clinicals?
It does not. California sits outside the compact entirely, so clinical work there calls for a California RN license. The regulation says so outright for NP students of outside programs, and Sacred Heart requires a license in whichever state hosts your hours on every track.
