Among the 50 states, Louisiana carries the tightest limits on Sacred Heart University's disclosure table. As of September 2026 the FNP and PMHNP programs read "No", and the online MSN Clinical Nurse Leader, though marked "Yes", carries a note barring clinical work inside the state. The CNL note changes the math
Sacred Heart's CNL row adds one line for this state: "Students in Louisiana may not complete any clinical work in the state." The track itself still meets the educational requirements on Sacred Heart's reading, but every practicum hour in NU 611, NU 612, NU 680 and NU 681 has to be logged outside Louisiana. The note names where the work cannot happen and says nothing about where it can.
That silence is the planning problem. Sacred Heart's published permissions to train across a state line are written for New York residents and Connecticut FNP students; nothing comparable appears for Louisiana. Settle the location with your academic advisor before you enroll, and budget for an RN license in whichever state will host the hours. The CNL page lists the four practicums.
What the Louisiana State Board of Nursing asks of out-of-state programs
Louisiana's rule, LAC 46:XLVII.3539, reaches any nursing program, undergraduate or graduate, whose administration sits in another state and which wants to teach or hold clinical rotations in Louisiana. The board signs off first. Half a year or more before launch, the school sends a letter naming the hospitals and units it would use, backed by its syllabi, curriculum and catalog, a survey of each clinical facility, forms showing faculty credentials and its graduates' exam pass rates. Accreditation counts too, regional and national, alongside home-state approval. A green light lasts three years at most; then the school petitions to renew.
Staying approved has conditions. Instructors teaching in Louisiana need a Louisiana RN or APRN license, a nursing degree at the graduate level and at least two years in clinical practice. For precepted rotations, faculty check in with preceptor and student weekly and come on site once or more each semester or quarter, one faculty member may oversee nine APRN students per clinical day at most, and a graduate student's clinical experience spreadsheet goes to the board within 14 days of the first day.
Practice climate, licenses and the systems Louisiana nurses know
AANP calls Louisiana a reduced-practice state: an NP there holds a state-regulated collaborative agreement with a physician for one or more elements of practice. Compact membership took effect in Louisiana on July 1, 2019, while the separate APRN Compact has no Louisiana law behind it. Because Sacred Heart wants your RN license to cover the state where clinical hours happen, a Louisiana CNL student needs a license valid in whichever non-Louisiana state hosts the hours (license rules).
The New Orleans-Metairie metro holds roughly 971,000 residents and Baton Rouge about 889,000 (2025 estimates), with Lafayette and Shreveport-Bossier City next. Louisiana's own graduate students train at Ochsner Health, Baton Rouge General, Willis-Knighton Health, LCMC Health and FMOL Health, which the Franciscan Missionaries of Our Lady run. No state preceptor incentive is on record.

As of September 2026, Sacred Heart marks its FNP and PMHNP programs "No" for Louisiana, meaning they do not meet the state's educational requirements for NP licensure. Separately, Louisiana's board must clear any outside program before its students train in the state. Confirm current status with Sacred Heart before applying.
Where would a Louisiana CNL student do clinical hours?
Outside Louisiana, per Sacred Heart's note, though no published rule names the alternative. Ask your academic advisor which states are acceptable before enrolling, then plan the license for that state. Louisiana issues multistate licenses as a compact member, which other compact states recognize; confirm your license type with the board.
Does Louisiana's board rule apply to RN-BSN and other non-NP programs?
It does. LAC 46:XLVII.3539 covers undergraduate as well as graduate programs administered from another state, so an out-of-state RN-BSN or MSN practicum in Louisiana also needs board approval first. Sacred Heart's table carries no licensure row for its non-licensure programs, so ask Sacred Heart how it handles Louisiana.
How far ahead must an out-of-state program seek Louisiana approval?
The school's request is due six months or more before the offering starts, and an approval lasts up to three years. Once approved, undergraduates need an approval application 60 days before they enroll in the clinical course, while a graduate student's clinical experience spreadsheet follows within two weeks of starting.
